IOTA’s 21st General Assembly brought together over 150 high-level representatives from IOTA member states, from international organisations, businesses and academia. The meeting held under the Presidency of Ukraine in Kyiv on 28-30 June 2017 consisted of an Administrative Session where members decided on financial and strategic management issues of the organisation and a Technical Session on the theme: „Disruptive Trends and New Business Models: Challenges and Implications for the 21st Century Tax Administration”. Slovakia was elected to hold IOTA’s Presidency in 2017-2018 and Bulgaria, Denmark, France, Georgia, Germany, Lithuania, Portugal, Slovakia (President) and the United Kingdom were elected as members of IOTA’s Executive Council 2017-2018. Work programme and budget for next year, IOTA Strategy 2018-2022 'In Partnership for Advancing Tax Administrations' were adopted. Participants held also fruitful discussions on the professional theme of the Assembly and agreed to continue to work closely within IOTA developing and building ways for cooperation, standard setting and capacity building of tax administrations to deal with the challenges posed by digital technologies and collaborative economy.

IOTA Strategy 2018-2022 ‘In Partnership for Advancing Tax Administrations’ was adopted in the 21st General Assembly of IOTA on 29 June 2017. The new strategy confirms the organisation as the key forum for sharing and exchange of experience, knowledge and good practices amongst its members. IOTA has become an important player in the international tax arena but new challenges of globalization, digital economy and modern technologies require adequate answers and solutions. The strategy proposes improvements in different aspects and areas of IOTA’s activities and processes in order to better assist its member tax administrations in answering these challenges. IOTA will deliver effective services and practical solutions, improve its governance and strengthen the engagement of the membership and the partnerships with key stakeholders. Professionalism, partnership and transparency are the values which will drive IOTA in the coming years when implementing the strategy.

IOTA Good Practice Guide (GPG) on Applying Data and Analytics in Tax Administrations

The innovative and online Guide contains a wide variety of good practices in applying data and analytics within tax administrations. It is a product of an IOTA project sponsored by the Netherlands Tax and Customs Administration (Belastingdienst). The GPG collects insights of more than ten European countries in data management, predictive modelling, social network analysis, data visualisation, random audits, web scraping, etc. The GPG aims to improve the effectiveness of existing data by sharing enhanced practices. Its webpage comprises clickable examples, expert anecdotes, images, videos etc. The GPG follows a two track approach: it appeals to both novice and advanced countries in data and analytics.

Innovation in the Field of Collection and Recovery of Taxes and Fines
Joint IOTA-EU-OECD workshop

The joint IOTA-Fiscalis 2020 Programme-OECD FTA workshop took place in Brussels on 20-21 April 2017 hosted by the Belgian Federal Service Finance. In addition to the event, a workshop of the IOTA Project “Measuring Debt Management Performance” was held on 19 April 2017 together with a meeting of the Tax Debt Management Network for OECD FTA members. IOTA was represented by Mr Eugenijus Soldatkovas and Mr David Woods, Technical Taxation Experts.Read more

Tax Administration Strategies in a Changing Tax Service Landscape
IOTA workshop

The workshop took place on 3-5 May 2017 in Yerevan, hosted by the State Revenue Committee of the Republic of Armenia. 28 participants from 14 IOTA member countries discussed methods of how tax administration can relate to tax service providers to achieve a higher level of taxpayers' compliance. Tax Professional Learning & Development Forum
IOTA Forum

The Forum was held on 31 May - 2 June 2017 in Lisbon hosted by the Portuguese Tax and Customs Authority. 57 participants from IOTA member countries and guests from OECD and Canada discussed how external and internal factors require changes in the organisation and influence employees’ development needs. IOTA’s Executive Secretary in the 51st CIAT General Assembly

Attending the 51st CIAT’s General Assembly, which took place on the 25th – 27th April 2017 in Asuncion, Paraguay, Mr. Miguel Silva Pinto, IOTA’s Executive Secretary shared his thoughts on the new trends and challenges tax administrations are facing in the digital era and how IOTA is assisting its member countries. IOTA’s Executive Secretary in the conference of International VAT Association

IOTA’s Executive Secretary participated in a conference 'E-commerce - Shaping the Future of VAT/GST' organised by the International VAT Association – IVA on 11 and 12 May in Portugal, where, together with representatives from the European Commission, tax administrations from different EU members as well as businesses representatives he debated the current state of play and future trends of global VAT.

IOTA’s Executive Secretary in World Bank’s TAXGIP Conference

Mr Miguel Silva Pinto attended the Tax Administrators Exchange of Global Innovative Practices (TAXGIP) conference organised by the World Bank on 30 May - 2 June in Bucharest, Romania. The TAXGIP is a peer-learning network, providing opportunities for exchanges of knowledge and experiences among tax professionals. Read more

IOTA’s Executive Secretary in the XI International Tax Conference in Budapest

Mr Miguel Silva Pinto delivered a speech in the XI. ‘Taxation in Europe’ international conference held in Budapest in June organised by the Association of the Hungarian Certified Tax Advisors (Moklasz). Participants of the conference were economic leaders, certified tax experts, accountants, auditors and specialists from several European tax authorities. Mr Silva Pinto addressed the challenges and opportunities provided by the digital economy both to tax administrations and taxpayers. Read more

IOTA in the OECD Global Forum on VAT

IOTA, represented by Mr David Woods, Technical Taxation Expert, participated in the fourth meeting of the OECD Global Forum on VAT held on 12-14 April 2017 in Paris. 300 participants, representing over 100 delegations from countries, jurisdictions and international organisations, as well as representatives from the business community and academia gathered in Paris to discuss solutions for common challenges in the design and operation of VAT systems. IOTA in ‘Tax and Development’ global conference

The ‘Tax and Development’ global conference was held in Berlin on 14-16 June, 2017 organised by International Tax Compact and sponsored by the German Economic Cooperation and Development Ministry, the European Commission and the Foreign Ministry of the Netherlands. Conference gave all stakeholders opportunity to connect to each other in interactive sessions such as Market Place, Open Space. IOTA took an active role in presenting the organisation. Read more

IOTA in the 3rd OECD Meeting of the Inclusive Framework on BEPS

The 3rd Meeting of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS) was held in Noordwijk, the Netherlands, on 21-22 June 2017. The meeting, where over 200 delegates from 83 countries and jurisdictions discussed and approved the Inclusive Framework’s first BEPS monitoring report, was organised by the OECD Secretariat and the Ministry of Finance of the Netherlands. IOTA was represented by Mr Wolfgang Büttner, Technical Taxation Expert. Read more

UPCOMING IOTA technical events (August, September, October)

‘A Customer Centric Approach in Design and Development of Digital Services’ joint IOTA-OECD workshop will be held on 30 August- 1 September in Moscow, Russia.

The IOTA Forum on Combating VAT Fraud will be held on 5-7 September in Budapest, Hungary.

The IOTA workshop “Use of Data Analytics in Tax Fraud Detection” will be held on 20 – 22 September in Vienna, Austria.

Meeting of IOTA Area Group on Debt Management will be held on 4-6 October in Cracow, Poland.

The IOTA Forum on Implementation of Measures to counter BEPS will be held on 11-13 October in Bern, Switzerland.

The 3rd Regional Meeting of the Inclusive Framework on BEPS for Eastern Europe and Central Asia countries will be held in Bratislava, Slovakia on 18-20 October.
