New International Taxation Expert joins IOTA Secretariat

IOTA Secretariat is glad to announce a new colleague on board. Alexandros Roukalis joined our team as an International Taxation Expert on 19th September 2022.

A person standing in front of a signDescription automatically generatedAlexandros Roukalis has an overall professional experience of almost 15 years, ten of which were in the private sector in big 4 companies mainly in International Taxation and Transfer Pricing. Initially he started with PWC Greece dealing with international taxation issues such as Transfer Pricing (especially in Financial Services), VAT, Income Tax, Customs Duties, Stamp Duty and Diagnostic Studies on MNEs tax exposure.

He then moved to Deloitte reaching the level of Senior Manager, managing and coordinating a team of 12 people with different experience and levels among them. In Deloitte, Alexandros dealt with a variety of issues including: international tax planning, tax optimization, transfer of business, profit allocation to branches, business restructuring, PE issues, TP Compliance in various sectors (banking, insurance, construction, telecommunications, pharmaceutical, airlines, sports etc.), drafting of Greek MNEs CBC reports and audit defense in case of a state tax audit. Moreover, he not just monitored the successful implementation of the undertaken projects but he intervened in case of divergence of the initial goal.

Following the reformation of the Greek Ministry of Finance in 2017 and the formation of the Independent Authority for Public Revenue (IAPR), Alexandros joined the organisation in January 2018 serving at the Special Tax Audits Department, Directorate of Audits. At the IAPR he participated in working groups as an expert, with regards to signing of transnational intergovernmental investment agreements, he drafted audit guidelines for tax auditors in Tax/TP issues, was engaged in drafting primary and secondary legislation, as he advised and assist tax audit units through analyzing local and international Tax and TP legislation, while he was also engaged in numerous APAs and MAP applications. Alexandros also participated in risk management and prioritisation of cases through reviewed data received through automatic exchange of information.

Alexandros was the national representative in OECD Large Business International Program (LBIP) and in WP6. He was also a group member in EU Cooperative Compliance Programme (large enterprises) 2020-2022, ETACA project (European Trust and Cooperation Approach).

With regards to his international working experience, he participated in the implementation of a successful 2,5 year Twinning Project between Greece and Azerbaijan as an acting Component Leader in the areas of APAs system and MAP process. He also served as a Short Term Expert in a total of 22 missions including the subjects of drafting TP legislation, TP audit guidelines, training of tax auditors and set up a TP risk management strategy. Moreover, he was also part of the group that drafted and presented the Greek proposal to the Beneficiary Country. He was also selected to participate in various TAIEX Missions as an Expert in Albania, Kosovo, Armenia, Georgia and Azerbaijan dealing with issues of Tax Administration in the fields of Transfer Pricing, Internal Audit, VAT on Imports and synergies between Tax and Customs. 

Alexandros is highly experienced in participating, organising and presenting on events and seminars in an international environment, cooperating and collaborating with the separate needs of tax officials coming from different countries.

His role in IOTA Secretariat will include among others coordination of Forum meetings such as Implementation of Measures to counter Base Erosion Profit Shifting (BEPS) and the Use of Data from Automatic Exchange of Information (AEOI). He has degrees in Accounting and Finance, an MSc in Management and a Post Graduate Certificate in Taxation.
